Aims:
The course will teach the basic programme evaluation
methods. It will then discuss the issues relating to scaling up of
policies that have been evaluated based on small scale pilots. The
course then will focus on policies that may have longer term effects,
often in ways not explicitly anticipated by the policymaker, and how we
can use economic models to consider their effects. Within this context
we will consider dynamic effects of policies and how individuals not
targeted by an intervention may react to it and change its the impact
in ways that cannot be captured by small scale short run evaluations.
Within this context we will also examine questions of evaluating
policies considering their equilibrium consequences.
