Javier Tapia

Javier Tapia
Javier Tapia is senior researcher at Regcom, the Centre for Regulation and Competition at Universidad de Chile, Faculty of Law. He is also currently Chief Legal Counsel of the Chilean Electricity Generators Trade Association. 

He holds a Ph.D. from University College London (UCL), an MSc in Regulation from the London School of Economics and Political Sciences (LSE), a certificate in Economics from Universidad de Chile, and a law degree from Universidad de Chile. 

His main research interests include comparative competition law, institutional and behavioural economics, law & economics, economic regulation and administrative law. He has published a wide variety of articles and book chapters on both competition law and utilities regulation. Javier also acts as a consultant for public and private bodies. 

Javier has been an academic at Universidad de Chile (Faculty of Economics, Faculty of Engineering and Faculty of Law) and UCL (Faculty of Laws and School of Public Policy), and invited lecturer and speaker in other universities. 

Previously, he was Head of the Research and Advocacy Division at the FNE, the Chilean competition agency, being also in charge of international relations; legal adviser and policy analyst at Ofgem, the UK energy regulator; legal adviser for the Ministry General Secretariat for the Presidency of Chile; legal adviser for the Superintendency of Electricity and Fuels, the Chilean energy regulator; and junior attorney at a well-known law firm in Chile.

Dr. Tapia was appointed Judge at the Competition Tribunal of the Republic of Chile in May 2014.
