This technical paper is an introduction to the UCL Institute for Innovation and Public Purpose (IIPP)'s mission-oriented approach to innovation and policy, key criteria for selecting and framing successful missions, and a case study applying this approach to Greater Manchester’s clean growth challenge: to become a carbon neutral city region by 2038.
