Charlotte Guillard will present a paper, co-authored with Mariana Mazzucato, introducing a new empirical framework that aims at improving the measurement of public value in space, and in particular the contribution of the European Space Agency (ESA). The empirical framework combines several methodologies relying on patent data to measure different dimensions of ESA's contribution to value creation: technological diversity, technological leadership and innovation spillovers.

About the Speaker

Charlotte Guillard

Research Fellow at UCL Institute for Innovation and Public Purpose

Dr Charlotte Guillard joined the innovation team of the Government Office for Science in 2021. She is a research fellow at IIPP and an affiliated researcher at UNU-MERIT. She studies innovation and economic dynamics using methods and theories from network analysis, complex systems and evolutionary economics. She holds a joint PhD in economics from the University of Strasbourg and the University of Maastricht and a master’s degree in development and international economics from Auvergne University. While finishing her PhD, she joined the Inter-American Development Bank as an economic consultant where she contributed to several research projects on productivity and innovation, including the development of several innovation surveys and indicators. She later joined Imperial College to work on the estimation of knowledge spillovers using patent data for the European Commission. She then joined IIPP to work on public value measurement, with a focus on the space sector. More about Charlotte Guillard
