Statutory Testing

Statutory testing entails a systematic and detailed examination of equipment carried out at specified intervals by a competent person. This page outlines the arrangements for statutory testing at UCL.

UCL mandatory requirements for departments with lifting equipment, pressure systems and local exhaust equipment (LEV)

  1. Heads of Department must appoint one (or more) staff as Appointed Persons (Statutory Testing - Lifting Equipment and Pressure Systems) and Appointed Persons (Statutory Testing - Local Exhaust Equipment).
  2. The person(s) appointed must be recorded in the riskNET Departmental Responsible Persons Register.

Health and safety law places specific obligations on those providing and controlling certain categories of equipment where safe operation is critically dependent on its condition and where deterioration could result in significant risk to individuals.

Lifting equipment


Lifting equipment is the equipment used for lifting and lowering loads and includes the attachments used for anchoring, fixing or supporting it.

Examples of lifting equipment include:

  • Passenger and goods lifts.
  • Pallet trucks.
  • Jacks.
  • Safety harnesses.
  • Mobile elevated working platforms (MEWP).

Pressure systems


Pressure systems are systems where the contents are 0.5 bar (7psi) or more above atmospheric pressure or where steam is present at any pressure.

Examples of pressure systems include:

  • Air conditioning.
  • Air receivers.
  • Hot water boilers.

Local exhaust ventilation (LEV)


Local exhaust ventilation (LEV) can be defined as an engineering control system to reduce exposure to airborne contaminants such as dust, mist, fume, vapour or gas in a workplace.

Examples of local exhaust ventilation include:

  • Fume cupboards.
  • Microbiological safety cabinets.
  • Capture hoods.
  • Gas safety cabinets.
  • Ventilated or down flow benches.
