What makes contestants in an election accept its outcome? Is credibility related to the integrity of the process and the administering body only, or are there other factors involved as well? What are the policy implications for the international community? Drawing on his experience as United Nations adviser and election commissioner in multiple conflict and post-conflict contexts (but speaking in a personal capacity), Maarten Halff of the United Nations Electoral Assistance Division will reflect on factors that can help create a conductive environment for an election, and on the role of international engagement.

Maarten Halff is a senior political affairs officer at the United Nations and head of policy at its Electoral Assistance Division, where he leads the development of UN policies on electoral issues. He has advised national electoral authorities in Afghanistan, Iraq, Jordan, Liberia, Libya, Malaysia, Nepal and Somalia, focusing on electoral system design and electoral dispute resolution. He served twice as an international commissioner on the Electoral Complaints Commission of Afghanistan, which investigated electoral fraud and adjudicated related disputes. In a personal capacity, Mr. Halff is a member of the Kofi Annan Foundation’s electoral integrity initiative. He joined the United Nations in 1996, after obtaining a Master’s degree in international law from the University of Leiden, the Netherlands. More about Maarten Halff
