Luis is a student in the 2022-23 cohort of UCL Institute for Innovation and Public Purpose (IIPP)'s Master of Public Administration (MPA).
BA in Architecture (minor in Geography) from University of Los Andes, with studies in Sustainable Cities from UC Berkeley and MSc in Urban Development Planning from UCL as a Chevening Scholar. Over 12 years of professional experience in urban planning and policy projects related to affordable housing, climate change, mobility, infrastructure and sustainable development for public, private and social sector organizations. His experience includes work in Colombia, Mexico and various countries in Central America. Luis worked as Senior Advisor for Urban Planning and International Relations at Bogota Mayor’s Office until August 2022, before joining the IIPP’s MPA 2022-2023 cohort.
