Changes to Chapter 11: Degree Apprenticeships Framework

1. Section 5 Quality Assurance of Degree Apprenticeships

Section 5.1.2

From 2022/23, the Quality Assurance Agency inspect the quality of End Point Assessment provision on behalf of the Department for Education.

From 2023/24 the Office for Students inspect the quality of End Point Assessment provision on behalf of the Department for Education.

Following the resignation on the 31st March 2023 of the Quality Assurance Agency as the designated quality body for England the Office for Students is now responsible to the Department of Education for the external quality assurance of end point assessment provision in degree apprenticeships.  This means that all integrated degree apprenticeship programmes will need to be compliant with the Office for Students guidance on end point assessment.


2. Section 7: Apprentice Support and Success 

Changes to Education Skills Funding Agency rules for 23/24 mean that:

  • Section 7.1 Initial Needs Assessment: The price of delivery of an apprenticeship programme must be agreed with the employer at the point of the initial needs assessment rather than at training plan stage.
  • Section 7.2 Planning Apprenticeship Training: the apprentice has an initial training plan that includes within it an individual learning plan which must be signed by all parties before the apprenticeship commences.
  • Section 7.3 Progress Monitoring and Tripartite Reviews: Tripartite Review Meetings can be scheduled outside of the 12-week window assuming that is justified and agreed with the employer and a minimum of four meetings are held in the year.
  • Section 7.5 Apprentice File: there are additional requirements listed for the apprentices file; evidence of off the job learning and where appropriate, evidence of functional skills support. This is to ensure compliance with ESFA funding rules.
