Why do leaders in non-democratic regimes use constitutional amendments to address threats to their leadership? How might the answers to this question impact our views about the utility of constitutions in non-democracies, as well as inform the policies of international and domestic advocates for accountable government?

These are the questions posed by Paul Fisher’s research into constitutional amendment in the post-Soviet space. In this presentation, he will outline the key parameters of his inter-disciplinary research, which draws from area studies, political science and jurisprudence. There will be an opportunity for Q&A.
