Why do leaders in non-democratic regimes use constitutional amendments to address threats to their leadership? How might the answers to this question impact our views about the utility of constitutions in non-democracies, as well as inform the policies of international and domestic advocates for accountable government?
These are the questions posed by Paul Fisher’s research into constitutional amendment in the post-Soviet space. In this presentation, he will outline the key parameters of his inter-disciplinary research, which draws from area studies, political science and jurisprudence. There will be an opportunity for Q&A.

About the speaker
Paul is a practising lawyer and part-time MPhil student at UCL SSEES, with an academic background in both law (BA, BCL, University of Oxford) and area studies (Russian Studies MA, UCL SSEES). His research focusses upon why leaders in non-democratic regimes use constitutional amendment to address threats to the longevity of their leadership. He seeks to blend an expertise in jurisprudence and area studies in order to answer this question by reference to three key case studies in the post-Soviet space: Russia, Belarus and Armenia. Paul’s research is funded by an Economic and Social Research Council (ESRC) Studentship, offered through the UCL, Bloomsbury and East London ("UBEL") ESRC Doctoral Training Partnership. Paul’s research is supervised by Dr Ben Noble and Professor Andrew Wilson.
