Infrastructure Safety Sub-Committee: terms of reference

Purpose


The Work Health and Safety Committee (WHSC) has established the Infrastructure Safety Sub-Committee (ISSC) to make recommendations relevant to legal requirements and statutory compliance as well as UCL policy and procedures. The ISSC will advise the WHSC when a topic is or could be considered a significant hazard. 

Organisation and meetings


  1. Make recommendations to the WHSC for final consultation and decisions via submission of a paper and addition to the WHSC agenda.
  2. Ensure any actions for the ISSC given or as a result of WHSC are included within the agenda and action planning of the sub-committee and take ownership is taken for relevant responses.
  3. Agree with the WHSC the scope of the topics covered by the ISSC once a year, including the requirement to establish or continue any work groups.
    1. Review the Terms of Reference annually and document the discussion and action required.
    2. Provide quarterly and annual reports to the WHSC.
    3. Set the number of meetings per year.
    4. Set the number of members and number required for a quorum.
    5. Set, if required, any additional training or competence requirements for members including the Chair.
    6. Set key performance measures.

Duties and responsibilities


  1. Ensure that UCL is compliant with legal and statutory obligations in relation to:
    1. The management of Asbestos.
    2. The management of Water hygiene/Legionella.
    3. The management of waste.
    4. The management of contractors and permits to work.
    5. The management of Local Exhaust Ventilation and ventilation systems.
    6. The management of assets e.g. maintenance, insurance and statutory inspections.
    7. Third party relationships e.g. landlords/NHS Trusts.
  2. Ensure that UCL has management arrangements and procedures in place to achieve compliance with regulations that impact on infrastructure, including but not limited to:
    1. The Control of Asbestos Regulations 2012.
    2. The Electricity at Work Regulations.
    3. The Provision and Use of Work Equipment Regulation 1998 (PUWER).
    4. The Lifting Operation and Lifting Equipment regulations 1998 (LOLER).
    5. The Work at Height Regulations 2005.
    6. Pressure systems.
    7. Construction activities including the Construction (Design and Management) Regulations 2015.
  3. Ensure that UCL has adequate management systems in place that are implemented and compliant with regard to safety issues pertaining to people being on campus (including staff, students, visitors and members of the public when in the open areas of campus). 
  4. The ISSC will maintain central oversight of assets and operations pertinent to infrastructure and ensure there is clear guidance on where operational management responsibility is held.
  5. The ISSC will define and implement a programme of compliance audits and report to WHSC on its findings and remedial actions. 
  6. The ISSC will have oversight of the annual health and safety objectives associated with infrastructure.
