Infrastructure Safety Sub-Committee: monitoring and performance

Management oversight


The Infrastructure Safety Sub-Committee is a proactive management committee, and it will provide management oversight through the monitoring of the key performance indicators. These will be used to ensure that all the matters included in the scope of the committee are meeting the necessary compliance requirements. The Committee will also use them to indicate where improvements can be made regarding safety in Infrastructure. 

The Committee will comply with the following arrangements: 

  1. The Chair must be a senior member of the Directorate with knowledge/expertise/competence in estates compliance.
  2. Meetings will be held quarterly (4 times a year).
  3. The meeting is quorate with 50% of members in attendance, one of which must be the Chair or the Deputy Chair.
  4. The Quarterly Risk Management report will be issued to this committee in advance of the report going to WHSC and Estate Management Group.

Key performance measures


Key performance measures will be developed by the group but will include:

  1. Compliance reporting.
  2. Establishment of UCL standards for compliance.
  3. Oversight report of compliance against legal requirement, UCL objectives and UCL Standards.
  4. Implementation of T100.
  5. Repository for compliance records.
  6. Incidents – number of each type, investigations and risk potential.

Reports 


Reports to be received by the Committee:

  1. Fire Safety (Fire Safety Manager).
  2. Asbestos Management (Asbestos Manager).
  3. Risk Management including KPIs (Senior Programme and Performance Manager).
  4. Estates Management Arrangements and Procedures (Deputy Director, Infrastructure and Engineering).
  5. Waste management (Assistant Director, Facilities and Workplace Services).
  6. Traffic Management (Assistant Director, Facilities and Workplace Services).
  7. Audits (Assistant Director, Compliance and Performance).
