UCL experts contribute to new report on Ukraine’s road to recovery

A new report ‘Ukraine’s road to recovery’, coordinated by the Universities Policy Exchange Network (UPEN), aims to help ensure that Ukrainian reconstruction and recovery efforts are shaped by the latest available insights and evidence.
The report, published today and commissioned by Universities UK International with support from Research England, UKRI and the Royal Society, constitutes a rapid review of evidence to inform recovery across the key areas prioritised by Ukrainian partners, including the economy, labour market, skills development, population dynamics and the rebuilding of housing infrastructure. The report findings were presented during the Ukraine Recovery Conference on 21 and 22 June 2023.
The report draws on UCL expertise. The first chapter, on the Ukrainian labour market, likely challenges relating to reconstruction and recommended policy responses was co-authored by Olga Kupets, Kyiv School of Economics, Oleksandra Betliy, The Institute for Economic Research and Policy Consulting and Fabien Postel-Vinay, Professor of Economics at University College London.
A second chapter, on education, skills and labour market reforms to support recovery was authored by Professor Lorraine Dearden, Professor of Economics and Social Statistics at the Social Research Institute at IOE – UCL’s Faculty of Education and Society.
Commenting on the report’s publication, Professor Postel-Vinay said:
“‘I was delighted to have been asked to co-author a chapter on the Ukrainian labour market, likely challenges during the reconstruction period and recommended policy responses. Drawing on the latest research, data and insights will be crucial for Ukraine’s recovery and reconstruction, and I was encouraged by interactions with members of the Ukrainian Government at the Royal Society conference on this topic. I hope this report will help to inform future policy in this area, mobilise donor support, and encourage collaboration between policymakers and the academy, as Ukraine prepares for the future.’
