ABSTRACT: In this talk, David O’Sullivan, former EU Ambassador to the US and Chief Operating Officer of the European External Action Service, reflects on how the EU engages with an increasingly turbulent international environment, how it can respond to challenges to the multilateral system and what it needs to do to achieve international impact in a world of increasing great power rivalry.
