Meg Russell's latest book, Legislation at Westminster, co-authored with Daniel Gover, demonstrates that parliament has much greater influence over legislation than is often supposed.

Not only do both chambers force many amendments, they also have various more subtle means to influence what government proposes.

At this event Meg and Daniel presented their findings, with responses from David Natzler, Clerk of the House of Commons, and Baroness (Patricia) Hollis, Labour member of the House of Lords.

Panel:

  • Chair: Lucinda Maer, Head of the Parliament and Constitution Centre, House of Commons Library
  • Meg Russell, Co-author of Legislation at Westminster and Director of the Constitution Unit
  • Daniel Gover, Co-author of Legislation at Westminster
  • David Natzler, Clerk of the House of Commons
  • Baroness (Patricia) Hollis, Labour member of the House of Lords
