President of the RTPI gives special lecture at UCL

Colin Haylock, President of the Royal Town Planning Institute, gave a special lecture on to staff and students from the Bartlett Faculty of the built Environment. 

Colin's lecture was held at UCL on the 23rd May 2012 and was entitled "The Coalition Government and Localism as a Governance Principle: The Positives and Negatives for Planning and Planners".

His talk addressed a series of key issues based around the localism agenda and the future of planning including how far is the coalition Government really seriously committed to localism as a governance principle? Can it dramatically increase real public engagement with planning? Can it reinvigorate and exploit the high level of social commitment that prompted many planners to go into planning? How far can we plan from the bottom up whilst debating and delivering change which can only be handled at a wider strategic level? And what does all this mean for professional skills and resources?

Colin Haylock is an Architect-Planner with over 35 years' experience spanning the public and private sectors in the North East of England. He now runs an independent consultancy, and has been an elected member of the RTPI’s National Council / General Assembly since 1990. He was a founder of the RTPI’s Urban Design Network and is currently President of the Institute.

Colin has also recently been assisting with teaching at the Bartlett School of Planning, contributing to the MSc module 'Critical Debates in Planning'.
