For decades, international development agencies have avoided addressing gender issues especially in highly patriarchal societies. Now, however, they increasingly acknowledge that women's empowerment is critical to their mandate. The realisation that gender equality is crucial if development efforts are to be truly effective, just and sustainable, is one that has emerged after a long, arduous process of trial and error, advocacy and opposition.
