The nature of planning has shifted in the UK, towards an increasingly market-led system that has taken a calculative turn with an emphasis on housing delivery above everything else. The numbers are fiercely politicized; the current hiatus in the publication of Sadiq Khan’s London Plan is due to a dispute between the Mayor and Secretary of State for Housing over housing targets. This talk presents some emerging London data and initial findings from an ongoing research project, What is Governed in Cities (WHIG), which examines the relationships between residential investment landscapes and the governance and regulation of housing production. Initial mapping of residential investment hotspots and analysis of borough housing targets and housing delivery across the city lead to a range of hypotheses and research agendas that are presented for discussion.

About the Speaker

Jess Ferm

Associate Professor, Bartlett School of Planning at UCL

Jess is an Associate Professor at the Bartlett School of Planning, UCL. Her research covers three main areas: 1) accommodating industry and diverse low value economic activities in high-value cities, with particular focus on London, looking at the impact of the ongoing loss of industrial land as a result of planning policy and development pressures; 2) the value of diverse economic activities and how to research local economies; and 3) the impact of planning deregulation on local economies, communities and sustainability.
