Too much notice for a hosepipe ban is counterproductive

Professor Ilan Kelman (UCL Institute for Risk & Disaster Reduction) warns that too much notice before a hosepipe ban is put in place gives people a chance to fill water storage tanks and pools, thus accelerating water shortages.
