Fixed-term Parliaments Act not to blame for gridlock

The Fixed-term Parliaments Act was not the reason for the 2019 Brexit deadlock, which was caused by a minority government trying to push a controversial piece of legislation through despite opposition from some of its own MPs, says Professor Meg Russell (UCL Constitution Unit).
