Why is Japan’s conviction rate so high?

Professor Hiroshi Oda (UCL Laws) comments on Japan’s 99% conviction rate in an article explaining why rugby fans would do well to avoid bad behaviour. He says a substantial portion of cases are filtered out before reaching court.
