State intervention on energy pricing highly unusual

Power firms seem to be treating the government’s energy cap as a target not a limit. Dr Despoina Mantzari (UCL Laws) co-author of a paper on energy pricing says historically UK governments are cautious to interfere in markets but have only done so on energy "as a last resort."
