In this newly created role, Paul will build a team to work with departments and faculties to ensure that the university can realise its ambitions effectively and respond quickly to opportunities. He will work closely with UCL President & Provost Dr Michael Spence to develop and implement UCL’s new five year strategic plan, beginning with a wide-ranging eight month consultation across UCL’s community of staff, students, alumni and stakeholders. He will also lead the provision of robust analytics, data and insight to underpin planning and decision-making.

Paul joined HESA in 2015 and has led the Agency through a period of significant change, during which it became the first Designated Data Body for higher education in England, led the design and launched the Graduate Outcomes Survey replacing the DLHE, and brought the Data Futures project on track and continued to deliver it effectively. He was previously Director of Policy at Universities UK, overseeing higher education policy development, and has senior management experience in a number of universities, including the University of Oxford.

Welcoming Paul’s appointment, Dr Michael Spence said: “This role is a crucial part of delivering UCL’s ambitions, and in Paul we are lucky to have recruited someone who has the expertise, insight and also creativity to act as the pivotal link between university strategy and day to day operations. I’m delighted he is joining UCL and really looking forward to working with him.”

Reflecting on the appointment, Paul Clark said: “I am thrilled to be taking up this new role at UCL. It is an exciting time to be joining this globally-leading institution, and I look forward to working with the UCL community to support the delivery of its future aims and ambitions.”

He will take up the role of Vice-President (Strategy) in spring 2022.
