Joyce Bill joins UCL as interim Chief Financial Officer

UCL is pleased to announce that Joyce Bill will join UCL as interim Chief Financial Officer from 10 May 2021.

Joyce graduated with a law degree from Leicester University and then became a chartered accountant working with the Big 4 doing a range of audits and consultancy for FTSE 100, SMEs and the public sector. Joyce then joined the Civil Service in Northern Ireland holding posts in estates, housing, health, social security.

While working in the Health Department, she was instrumental in a range of large complex hospital projects, and was viewed as a leader in the field, developing new financing structures improving affordability and enabling a range of complex deals to reach financial close.

As Director of Finance and Commercial Services in the Social Security Agency (SAA), Joyce led the organisation through transformation and modernisation projects, delivering services to around 800,000 customers and managing complex commercial contracts.

After SAA, Joyce moved into education helping to transform five Education and Library Boards to Northern Ireland’s largest local authority. Most recently, she has been working with the UK Maritime and Coastguard Agency where she has played a leading role in developing new strategies, efficiency and business partnering approaches, and advising on a range of proposals to grow the UK maritime economy.
