What is the ambition behind the government’s levelling up plans?

Professor Sir Michael Marmot (UCL Epidemiology & Public Health) said the government’s ambitions for levelling up are “exactly what’s needed” but he is concerned that the scale of ambition “far far outweighs the level of investment”.
