Why are we facing another national lockdown?

With lockdowns an option of last resort, Professor Andrew Hayward (UCL Epidemiology & Health) explains why one is necessary now, saying that it was initially suggested at the end of September and the delay has caused a much higher death rate and more damage to the economy.
