Planning after Devolution – Convergence, Divergence and Policy Transfer was funded by the Planning Exchange Foundation (Scotland) and the Bartlett School of Planning.
Overview
This project is examining the role of the British-Irish Council (BIC) and its influence on pan and sub UK planning policies and institutions, this research focuses on the role and influence of the BIC work stream on Spatial Planning as well as similar mechanisms for policy exchange and transfer between the nations and administrations of the British Isles.
The research is particularly focussed on:
1. The role of the work stream group in fostering policy sharing and/or transfer on collaborative spatial planning between its members working as a network
2. The potential role of the Council in post-devolution UK
3. the role of the work stream group as compared to other potential forums for policy transfer around spatial planning, e.g. direct contact between Chief Planners
4. whether the work stream interfaces with EU planning issues on regions, territorial cohesion or the Territorial Agenda 2020
The research will consider these emerging relationships and to identity what potential issues there are for planning policy, practice and delivery as a result. The research will review the drivers for closer working and also a cultural analysis of these trends.
Overall, the project will add to our understanding of the process of policy sharing post-devolution and, through the focus on spatial planning, enhance our understanding of the concept as a 'policy on the move'.
