Congress 2021 - nomination of delegates, amendments and late motions

This is a reminder for our next General Meeting on Thursday 29 April, 13:00 - 14:00

The meeting is timetabled to facilitate the election of delegates to the 2021 UCU Congress, consider possible amendments to motions and any late motion(s), and to discuss any other matters of local or national concern.

UCU Congress reviews the UCU's campaigning work over the preceding year and debates campaigning priorities and policy for the coming year. 

Delegates

Are you interested in attending Congress? All members are entitled to apply to attend Congress, which will be held online, on Saturday 29 May, (Bank Holiday) Monday 31 May & Wednesday 2 June 2021. Congress sessions will be scheduled between 10:00 and 16:00 on Saturday 29 May & Monday 31 May to incorporate a lunch break, and a break of 10 minutes in each hour. 

The HE sector conference will take place between 13:30 and 17:00 on Wednesday 2 June, with breaks of 10 minutes in each hour. 

Colleagues are entitled to apply for special leave to attend (under the trade union facility time agreement, this does not count towards annual leave). 

Our branch is entitled to 8 voting delegates. We will vote on nominations received at the meeting, but further nominations may be possible. If you are interested let us know by writing to ucu@ucl.ac.uk

Amendments

For the list of motions that may be amended click here for the first report of the Congress Business Committee. Branches can submit one Congress amendment, and two sector conference amendments. 

Each amendment should indicate clearly:

  1. whether it relates to a Congress motion or a sector conference motion;
  2. the number of the motion to which it refers;
  3. the way in which it relates to the motion (eg. 'add at end'). 

Amendments must add no more than 75 words to the motion which they amend, excluding rubrics or deletions, and may not change the substantive policy of the motion. 

Late Motions

All motions received after the deadline for the submission of motions has passed are referred to as 'late' motions. A late motion should be submitted at the earliest opportunity. 

For a late motion to be ordered into the agenda it must satisfy all the following criteria: it is urgent or timely and requires a decision of Congress or sector conference; it could not have been submitted within the prescribed time limit; and it has been approved in accordance with the standing orders of Congress and the branch rules (passed at a branch meeting).

In submitting a 'late' motion the submitting body must explain how the above criteria are met.
