Matthews had a deep knowledge of Baltic languages as he was half Estonian and lived in Estonia until he was twelve. He later lived and worked in Latvia 1926-1940 where he taught English. He translated Latvian poems and wrote a number of articles in Latvian.

Matthews had an Estonian mother and lived in Narva, Estonia until he was thirteen. A number of his translations of Estonian poetry were published.

Matthews' Ph.D thesis from SSEES was concerning Russian poetry. Matthews was lecturer and later Professor of Russian Language and Literature at SSEES 1946-1958. He wrote several works on Russian linguistics.

As well as being a translator of many poems particularly those by Estonian and Latvian writers, Matthews also wrote his own poems. Most of these writings were unpublished although information in MAT/10/3 states that some of his poems were published in periodicals in Latvia and in Australia.
