Slave-owner on St Kitts. Given variously as of Ruxley Lodge Esher Surrey and of South Carolina. He married Elizabeth Spence (q.v., under Elizabeth Philips nee Spence) in 1772. No will has been found for him to date. He was still alive in 1823 when his son Hon. James Philips (q.v.) made his will. Logically his estate would have been Philips in St Kitts but LBS has not yet confirmed this. In 1809 when his wife made her will she noted that she had £5000 secured on her husband's estate on St Kitts.
