UCL approves updated Sustainable Building Standard to accelerate progress towards net-zero

UCL’s Estates Management Committee (EMC) has formally approved a major update to the UCL Sustainable Building Standard (SBS) – the framework that guides how all construction, refurbishment and fit out projects support the university’s sustainability ambitions.
The updated Standard is a key enabler of the UCL Sustainability Plan 2025–35. It strengthens how we design, build and operate our spaces as we work towards net-zero carbon for Scopes 1 and 2 by 2030, and net-zero across all scopes by 2040.
What the updated Standard delivers
The Sustainable Building Standard sets clear minimum requirements for all projects across UCL’s built estate. Key changes include:
- Net zero carbon buildings – major new builds and refurbishments must meet the new UK Net Zero Carbon Buildings Standard.
- Lower energy use – projects must meet energy use intensity targets and follow the energy hierarchy: reduce demand, improve efficiency, then use low carbon systems.
- Circular economy and responsible consumption – increased reuse of materials, a stronger focus on embodied carbon, and a requirement for 100 per cent diversion of construction waste from landfill.
- Healthier, more inclusive spaces – improved air quality, lighting, thermal comfort and accessibility, alongside contributions to UCL’s target of 20% biodiversity net-gain.
- Whole life value – designs must consider long-term operational performance, supported by UCL’s Soft Landings approach.
What staff and students can expect
As the updated Standard is applied, future projects across UCL will deliver:
- better performing, more comfortable buildings
- more biodiversity and green spaces across campus
- clearer communication about construction impacts and accessibility
- more opportunities to influence design through user engagement and post-occupancy feedback
