Climate Information and Early Warning Systems (CIEWS) are critical for understanding and managing the escalating complexities of climate risks. Despite advancements in Earth observation, data management, and emerging technologies, the operational application of these innovations remains limited, particularly in vulnerable communities where complex systems often restrict accessibility, hindering grassroots-level decision-making and preparedness. With the global call to ensure EW4ALL by 2027, there is an urgent need for scaling up and introducing a paradigm shift in early warning systems, encompassing innovative financing, program design, stakeholder engagement, technology integration, risk communication, and knowledge management.
Our guest speaker, Dr Bapon Shm Fakhruddin
Dr. Fakhruddin, currently leading the Water Sector at the Green Climate Fund (GCF) and overseeing climate investments in vulnerable countries worldwide, brings over 22 years of experience as a hydrometeorologist specializing in climate risk assessment and early warning systems. Having designed multi-hazard early warning systems for more than 30 countries, he will share GCF's strategic objectives on water security and early warning systems, highlighting the transition from traditional hazard-based approaches to people-centered, impact-based, and risk-informed systems. His presentation will emphasize the critical role of partnerships, co-production, and community engagement in creating inclusive, sustainable, and actionable early warning systems, while adopting a holistic, systems-based approach that leverages cutting-edge innovations. This talk aims to inspire a paradigm shift in early warning systems, envisioning a future where communities are empowered to make informed decisions, thereby reducing vulnerabilities and enhancing resilience to climate change and natural hazards.
