What's going on in Moscow? In his 15 January Address to the Federal Assembly, President Vladimir Putin proposed a range of constitutional reforms. This was swiftly followed by Prime Minister Dmitry Medvedev's resignation and the resignation of his cabinet. How should we make sense of these changes?
