Jack is Deputy Counsel for Justice and Constitutional Affairs in the House of Commons.
Jack is Deputy Counsel for Justice and Constitutional Affairs in the House of Commons. Prior to this, he was Senior Research Fellow in Parliaments and the Rule of Law at the Bingham Centre for the Rule of Law between 2018 and 2020, and Senior Library Clerk in the Parliament and Constitution Centre in the House of Commons Library between 2015 and 2018.
Jack was a volunteer at Constitution Unit in 2009 and then worked on a Unit project on constitutional standards in 2013 and 2014. He worked on three editions of this code of standards, based on the reports of the House of Lords Select Committee on the Constitution. In 2025, the House of Lords committee produced its own code of standards, building on the Unit's earlier versions.
