Health Systems and Policy
The Health Systems and Policy (HSP) research cluster undertakes contextually relevant, interdisciplinary research that helps health systems manage change and tackle “wicked problems.”
The work of this research cluster at the UCL Global Business School for Health draws on multiple disciplines to generate solutions and insights that are globally relevant yet grounded in local realities.
Key questions of interest include (but are not limited to):
- How can Primary Health Care be strengthened amid rapid urbanisation, commercialisation, and ecological change?
- How can community-led and public governance advance health equity, manage change, and foster multisectoral action towards the SDGs?
- How can a heterogeneous health workforce be effectively marshalled for future population needs?
- What opportunities and risks do digitalisation and the spread of (mis)information pose for health systems?
- How can health systems be strengthened by institutionalising learning – through information, deliberation, and action?
The HSP research agenda is explicitly linked to action and impact through co-production and collaborative learning with health system stakeholders, policymakers, and citizens.
The Health Systems and Policy research cluster represented GBSH at the Health Systems Research Conference in Nagasaki, Japan in November 2024.

Professor Kabir Sheikh
Professor of Global Health Systems and Policy, Director of the Centre for Global Health Systems and Policy
My current work focuses on urban health systems, governance capacities of public and community institutions, and innovation, with an emphasis on primary health care. My projects adopt a learning health systems approach, grounded in policy deliberations and attentive to local contexts. Past contributions have focused on the health workforce and mixed health systems in LMICs, and I have a broader interest in developing the field of Health Policy and Systems Research (HPSR).
Dr Chiara Berardi
Assistant Professor in Health Systems and Policy
Chiara’s research focuses on the economic and policy analysis of health system financing and provision, and their implications for health system performance, using both quantitative and qualitative methods. Her core research examines the comparative dynamics of the public–private mix in healthcare, employing evidence-based approaches to inform system-level policymaking and to generate new knowledge on the evolving roles of public and private actors within health systems.
Dr Joe Collins
Lecturer in Health Systems and Policy
My research explores the health impacts and resource requirements of alternative models of health service delivery in sub-Saharan Africa, with particular focus on services delivered to pregnant people and newborns. I explore this area using context-specific and data-driven individual-based simulation models. I have particular interest in how best to integrate existing vertical service delivery and how to effectively engage policymakers in model development and validation.
Dr Qian Gao
Assistant Professor in Health and Social Care
Qian holds a PhD in Epidemiology and Medical Statistics and has comprehensive experience applying advanced statistical modelling and mixed-methods approaches in health services research. Her research interests focus on global mental health, healthy ageing, health and social care, digital health, climate change and health.
Dr Johann Go
Assistant Professor in Health Ethics
Johann is a philosopher and political theorist, specialising in health ethics, using the tools of analytic philosophy to investigate theoretical and practical ethical problems in health and health policy. Johann’s research focuses on the ethics of queues and waiting lists, the ethics of AI in healthcare, and theories of health equity and global health justice.

GBSH Director of Education, Associate Professor & Programme Lead for MSc Biotech and Pharmaceutical Management
Private sector engagement in health and pharmaceutical systems: advancing the role of strategic planning, marketing, and leadership in shaping resilient and adaptive health markets, particularly across MENA contexts. This includes work on cross-sectoral partnerships, supply chain and logistics optimisation, and the interface between pharmaceutical and consumer health markets in improving access to medicines and health-related products in disadvantaged communities.
Dr Prateek Raj
Associate Professor of Business Management and Health Sciences & Programme Lead for BSc/MSci Business and Health
I study how/which innovation can improve public goods delivery like education and healthcare at the grassroots, especially for those who are economically disadvantaged, socially underrepresented, and historically stigmatised. I have a special interest in how atypical people and groups at the fringes are often the principal agents of innovation and social progress today and in history.

I research how health systems and a primary health care approach can be reimagined through equity, collaboration, and evidence-based policy. My work spans capacity strengthening partnerships, educational innovation, and feminist approaches to leadership and growth.
Dr Shehla Zaidi
Associate Professor & Programme Lead for MSc Global Healthcare Management
Shehla's research focuses on advancing public-private partnerships for healthcare delivery in LMICs, with an emphasis on socially converged, policy-coherent, and financially resilient models. She explores the relational interface, motivations, contracting, and governance of the private sector, alongside development aid, national stewardship, and digital innovations that enhance primary healthcare in underserved areas.
Dr Yuxi Zhang
Assistant Professor (Lecturer) in Health Policy and Systems
Yuxi's current research interests focus on the impacts of health-related misinformation and disinformation on the utilisation of health services, and on the development of human-centred interventions—including the use of AI technologies—to combat the "infodemic." She also leads an international network conducting a global scoping review of policies and evaluations of integrated care reforms for patients with non-communicable diseases.

Research Fellow
Madhurima's interest is in the critical analysis of health policies, health inequalities, commercialisation of health care, medical industrial complex in health systems and continuity in health and social care. She also has an interest in comparative health systems and has focused on low and middle income countries (LMICs) as well as China extensively.
Dr Miriam Orcutt
Senior Research Fellow
Miriam is a global health physician, researcher and policy expert whose work focuses on the organisation and governance of inclusive health systems, with a particular focus on refugees and migrants, using mixed-methods approaches to generate policy-relevant evidence. She has led major global initiatives, including the development of the World Health Organization’s first Global Research Agenda on Health, Migration and Displacement.

This project co-produces a practice model of health system responsiveness with Adivasi (indigenous) communities in Karnataka and Kerala states in India. It applies Indigenous Standpoint Theory and participatory action research to develop culturally safe health care models, working closely with community organisations and local health systems.

This project aims to digitise paper-based health records from health outreach settings using AIU (Accessible, Inclusive, Universal) tools. Building on the proven PaperEMR platform, AIU will integrate low-cost and less-resource intensive technologies to enable real-time, low-effort, multilingual digitisation of health records. Led by an interdisciplinary team at AIIMS, IIT Delhi, and UCL, the project leverages expertise in public dental health, algorithmic and digital infrastructure innovation, and participatory design to deliver a scalable, TRL-9 solution. AIU will enable integration of health data to India’s Ayushman Bharat Digital Mission (ABDM), support public health monitoring, and enable AI-assisted healthcare—for underserved populations especially in dental and oral health as part of India’s National Oral Health Programme (NOHP) - offering a replicable model for global health systems that are reliant on paper.

People-centred integrated care is widely recognised by the global health community as a cornerstone of health system strengthening. The recently published Fit for the Future: 10-Year Health Plan for England reaffirmed the UK’s commitment to integrated care reform. Cross-country policy learning is important, but integrated care reform means very different things in different countries. There is an urgent need for a global review of relevant policies and practices to assess how different variants of integrated care reforms develop and perform. This project will make a unique contribution by scoping the highly heterogeneous integrated care reforms worldwide, highlighting their rationale, scale, policy instruments, implementation, and evaluation strategies—drawing on the expertise of a new international research network.

This EDCTP-funded fellowship programme supports four African post-Master’s fellows with mentored placements in global health policy organisations. Fellows receive training and mentorship at UCL and produce knowledge products to strengthen evidence use in health policy. The programme builds a new cadre of African leaders in health systems and policy.

In collaboration with Vietnam’s Health Strategy and Policy Institute, this project examined how health-related misinformation and disinformation (HRMD) influence health service use, with particular attention to noncommunicable disease services. The study assessed the effectiveness and inclusiveness of existing policies and communication programmes in addressing HRMD and identified critical gaps. Based on these findings, the project developed recommendations to strengthen policy responses and improve health communication strategies. By generating new evidence on the impact of HRMD, the project contributed to building more resilient, evidence-informed health systems in Vietnam and provided insights relevant for other low- and middle-income settings.

Low- and middle-income countries (LMICs) are urbanising rapidly, yet Primary Health Care (PHC) systems remain designed around rural populations. This collaboration with the Government of India, the Public Health Foundation of India, and IIT Kanpur advances learning on Urban PHC systems. The programme strengthens PHC in three Indian cities through a Learning Health Systems approach, with research questions co-produced with city policymakers and communities. It also aims to catalyse global learning on Urban PHC, engaging with international agencies, funders, and policymakers to shape future guidelines and norms.
