Critical infrastructures are an essential part of societies; when disrupted, they may bring consequences to other parts of life as they are interconnected and interdependent. This disruption may be caused by natural or man-made hazards. Therefore, these disruptions need to be mitigated. Protecting critical infrastructure is challenging as the critical infrastructures are not solely owned, operated or used by a single entity. Multiple actors responsible for managing the resilience of critical infrastructure come from different institutions and may have different interests, agendas or goals. These multiple actors that own or operate interdependent infrastructure must be approached systematically and comprehensively regarding how they interact with each other and manage the same risk and goal, which is critical infrastructure resilience. There is currently a lack of understanding of how the interconnectedness of critical infrastructure resilience can be managed by multiple actors to mitigate cascading events. This research intends to fill the gap by exploring the issues and challenges of implementation of governance of critical infrastructure resilience to mitigate the impact of cascading events.
