The classic division identifies three levels of language proficiency: beginners, intermediate and advanced. The standards of different levels of language proficiency are defined by the Council of Europe and the American Council for the Teaching of Foreign Languages (ACTFL).
Council of Europe’s Common European Framework of Reference (CEFR) is a six-level frame which provides a common reference point for the description of language courses, the definition of language proficiency levels and the interpretation of language qualifications. These descriptors are proposed as recommendations rather than mandatory.
The ACTFL guidelines are broken up into three different proficiency levels: novice, intermediate, advanced, and superior. Additionally, each of these (except superior) is further subdivided into low, mid and high. These proficiency levels are defined separately for ability to listen, speak, read and write.
