Pares went to work at Liverpool University in 1902 as a staff lecturer in university extension work (adult education) and was central in the founding of the first school of Russian studies in a British university there in 1907. He was the head of the school from its founding until 1917. Pares was also a frequent visitor to Russia in the pre First World years. Most notably he organised a visit to Britain of leaders of the Duma in 1909 and a return visit to Russia of distinguished Englishmen in 1912. His publications during the pre First World War period included "Russia and reform" (1907, London).

Contents: writings by Pares mainly re Russian politics and Russian documents and articles collected in the course of these studies; joint diary re Russian political events written with Samuel Northrup Harper; press cuttings and Russian newspapers.
