Dr Pedro Schilling de Carvalho, Assistant Professor (Lecturer) in Financial and Environmental Law at UCL Faculty of Laws, has been appointed as one of only 15 External Advisory Experts worldwide to work on the World Bank’s Business Ready team (and the sole academic based in the UK).
The Business Ready (B-READY) report – the World Bank’s flagship publication and successor to the influential ‘Doing Business’ series – assesses the regulatory framework and public services directed at firms, and the efficiency with which regulatory framework and public services are combined in practice. As such, the report assesses conditions for private-sector development across the firm life cycle and, by the end of its initial rollout in 2026, will cover more than 160 economies.
Each External Advisory Expert was appointed to provide targeted recommendations aimed at enhancing the quality, clarity, and relevance of the Business Ready project’s data and indicators. Experts were chosen among “accomplished scholars or practitioners with a strong record of academic contributions in their field, ideally published in top-tier journals, and preferably with practical experience in survey design, implementation, and dataset development”.
