Filippo Gualtiero Blancato

Filippo Gualtiero Blancato is a PhD candidate in cybersecurity and technology policy at UCL (Department of Computer Science). His research focuses on cloud computing and investigates the geopolitical dimension of data sovereignty policies in the EU and their impact on the digital economy. The project spans technology and politics and draws from disciplines including computer science, political economy, competition law and competition economics.

Filippo has research interests in the social and political implications of digital technologies, particularly: governing digital platforms; the politics of innovation; economic statecraft and technological change; privacy and security; and the use of competition policy and regulatory initiatives to govern digital markets.  

Before joining UCL, Filippo worked as an intern on the cybersecurity of 5G networks at the European Commission and did a brief stint at Microsoft working on cloud policy. He also worked as a researcher in European think tanks.

Filippo holds an M.A. in EU International Relations and Diplomacy Studies from the College of Europe, an M.A. in International Relations and European Studies from the University of Florence, and a B.A. in International Politics from the University of Trieste. During his studies, he was a visiting student (Erasmus) at University Complutense of Madrid and the Institute d’études Politiques (IEP) in Lyon.
