Financing the global transition to net zero will require fundamental change to business-as-usual and commensurate systemic institutional coordination and support. This in turn requires examination of legal and regulatory interventions in markets to achieve public interest objectives such as financial stability and addressing climate change. Beginning with Julia Black’s unorthodox premise that financial markets and legal institutions are ‘inextricably interwoven’, this lecture examines the climate-related motivations of central banks and financial regulators in the EU and UK and presents new empirical evidence that takes us beyond disclosure regimes into novel and normative realms of regulatory experimentalism, relational ecosystems, and justice imperatives.
About the Speaker
Professor Megan Bowman is Professor of Law and Director of the Centre for Climate Law and Governance at King’s College London with a passion for enlightened leadership and investigating 'fit for purpose' law and regulation in the context of the climate crisis and planetary sustainability. Her expertise focuses on empirical and transnational analyses of sustainable finance in the context of financial regulation and corporate law. She leads the King’s/UNEP research-impact partnership on Legal Readiness for Climate Finance, consults to governments and NGOs on implementing the Paris Agreement, and has been Principal Investigator on several research grants including a prestigious Leverhulme Fellowship on climate-related financial regulation in Europe and the UK (2020-2022). She is a qualified barrister and solicitor of the High Court of Australia and Supreme Court of Victoria with a double degree in Arts/Law (Hons, Monash), an LLM in Comparative Law (McGill) and a PhD in regulatory theory (ANU).
About the UCL Centre for Law and the Environment
The Centre for Law and Environment was established to provide a focal point for the UCL Faculty of Laws' outstanding expertise and academic strength in the field of the environment and the law. The main goals of the Centre are to advance research and teaching and explore the role of law in meeting contemporary environmental and energy challenges. The Centre is committed to treating domestic law (UK), regional (European Union) and international aspects of environmental law in a comprehensive and integrated manner. This approach is reflected in offerings on the LLM course and the supervision of doctoral students, as well as in the diverse range of research pursued by members of the Centre.
