Congratulations to PhD student member Kevin James, who has just published a chapter in the book Public Health and Federalism in India: Dissonant Discourses (Routledge, 2025), edited by Mohan Rao and Balveer Arora. Written towards the end of the COVID-19 pandemic, the chapter is titled ‘Public Health Emergencies in India’. James tries here to think through what a new law for such emergencies should look like, framing and applying a set of questions drawn from scholarship and grounded in the Indian Constitution. It is an attempt to build the foundations and evaluative standards for such a law, and remains timely given the persisting inadequacies in India’s existing laws.
