Bio:

Tom Hickman KC is a Professor at UCL’s Faculty of Laws and a practising barrister. His research and teaching interests centre around constitutional and administrative law, national security law and human rights. He is currently working on project considering how the UK constitution responded to the Brexit referendum.

Representative publications:

Recent work includes an analysis of the use and misuse of guidance during the coronavirus pandemic (“The Use and Misuse of Guidance during the UK’s coronavirus lockdown” (SSRN)) and on the courts’ response to the pandemic (“Judicial Review during the Covid-19 Pandemic” (2023) 27 Ed LR, 252 with Joe Tomlinson). Tom has also recently published (with Tom Poole) an article on judicial review and guidance (“Judicial Review and Guidance” (2024) 140 LQR 381) and on the duty of candour in judicial review (“Candour Inside-Out: disclosure in judicial review” (2023) 28 JR 254).
