The DfE first appointed IOE, UCL's Faculty of Education and Society, as a lead provider of the Early Career Framework (ECF) in 2021. Based in the faculty’s Center for Educational Leadership, the programme works with partner schools nationwide to equip teachers with impactful, evidence-informed professional development while they are in the early stages of their career.
UCL’s programme contributes to fostering high-quality teaching practices during the start of teacher’s careers, drawing on both university and schools-based evidence, leading to better student learning outcomes.
Having supported over 18,000 teachers since 2021, UCL will continue to contribute to the growth and retention of high-quality teachers across England.
In 2023 Ofsted evaluated IOE's delivery of the Framework, rating the programme as ‘Outstanding’ and noting exceptional participant satisfaction rates.
Drawing on its established expertise, UCL’s 2025 ECTE programme will feature a spiral curriculum designed to enable early career teachers to revisit and deepen their learning as they develop into skilled professionals.
The programme will include tailored learning pathways, cutting-edge digital tools, and flexible delivery options to meet the diverse needs of teachers and schools. Key innovations such as diagnostic assessments, personalized learning journeys, and collaborative inquiries will empower ECTs to build on their strengths while addressing areas for development.
With the continued support of its network of Teaching School Hubs and delivery partners, UCL is committed to ensuring the new programme meets the highest standards of excellence.
Professor Qing Gu, Director of the UCL Centre for Educational Leadership, said:
“We are thrilled to continue our partnership with the DfE as a Lead Provider for the ECTE. This opportunity allows us to build on our longstanding commitment to evidence-informed teacher development, supporting early career teachers and their mentors to thrive in their roles. By leveraging our expertise and collaborative approach, we aim to make a significant contribution to teacher retention, professional growth, and ultimately, student success across England.”
IOE’s Director and Dean, Professor Li Wei, said of the announcement:
“My many congratulations to all the colleagues involved in delivering the ECF programme. Having led the original pilot and subsequent national roll out, we are delighted to play this part in developing the next generation of excellent teachers.
“Teacher education sits at the heart of IOE’s mission and we are very proud to support professional development for teachers at multiple stages of their careers, and to have the quality and effectiveness of our programmes recognised as ‘Outstanding’ across the board.”
