Terms of Reference

Subject to any general or particular direction that may from time to time be given by Council, the People Committee is charged by Council:

  1. To oversee the development and implementation of UCL HR strategy and to ensure that it continues to be consistent with stakeholder expectations.
  2. To promote a positive working environment and culture that support equality, diversity and inclusivity across UCL.
  3. To receive assurance and provide advice to Council on UCL's approach to key employment issues and on any matters affecting the wellbeing or effectiveness of staff and students outside the remit of another Council committee.
  4. To consider and note matters of strategic significance concerning remuneration and reward.
  5. To monitor, through assurance reports, compliance with employment legislation and policy.
  6. To receive reports and to advise Council on statutory and other requirements relating to its responsibilities for equality and diversity.
  7. To receive annual reports on their work from the People and Culture Committee and Equality, Diversity and Inclusion Committee.
  8. To consider relevant emerging matters as directed by Council.

Membership

  • The quorum of the People Committee shall be half of the total members of the Committee. 
  • The number in ( ) indicates length of continuous service in years, up to and including the 2023-24 session. Length of service is not indicated for ex officio, student members, or observers.

One external member with human resources expertise from outside the higher education sector, appointed by Council on the recommendation of Governance and Nominations Committee. The individual should have experience in creating an effective and positive working culture within a large institution.

  • Professor Helen Roberts (1)

One academic member internal to UCL with the relevant expertise, appointed by Council on the recommendation of Governance and Nominations Committee following consultation with Governance Committee of Academic Board

  • Dr Raina Brands (1)

One member of the Professional Services staff of UCL, appointed by Council on the recommendation of Governance and Nominations Committee

  • Julie Smith (1)

One of the Students' Union UCL Representatives on the Council, appointed by Council on the recommendation of Governance and Nominations Committee
