In 2017, UN Secretary-General António Guterres made proposals to reform the United Nations to improve the delivery of its mandate. The United Nations implemented the reform in the following areas in 2019. First, development reform introduces a new generation of UN Country Teams centered on a more strategic Cooperation Framework and led by an impartial, independent, and empowered Resident Coordinator. Second, management reform refers to the re-organization that empowers managers and staff, simplifies processes, increases transparency, and improves the delivery of the UN mandates. Third, peace and security reforms aim to prioritize prevention and sustaining peace; enhance the effectiveness and coherence of peacekeeping operations and special political missions and move towards a single, integrated peace and security pillar. This session will shed light on the three years of the recent UN reform and what this means for UN partnerships in the context of the UN in Uzbekistan.

Rusyan Jill Mamiit
Dr. Rusyan Jill Mamiit is Development Cooperation Officer for Partnerships and Development Finance at the Office of the UN Resident Coordinator in Uzbekistan. She holds a Ph.D. in Natural Resources and Environmental Management from the University of Hawaii at Manoa and is a sustainable development professional with training and broad experience in leading partnership development and resource mobilization efforts as well as conducting economic, policy, statistical, and data analyses. Over the last 15 years, she has planned, organized, coordinated, and managed projects and capacity development activities at various scales in more than ten countries in Central Asia, the Middle East, North America, parts of the Pacific, and Southeast Asia. She currently serves as a Development Coordination Officer for Partnerships and Development Finance for the United Nations in Uzbekistan. In her current capacity, she coordinated the mobilization of a wide array of resources and the establishment of partnerships in response to the COVID-19 emergency and recovery processes. She is currently responsible for the resource mobilization and coordinated implementation of several Multi-Partner Trust Fund with a combined value of about USD 20 million. Prior to her current post, she served as an Analyst for the Global Green Growth Institute (GGGI) and was the external technical lead of the United Arab Emirates’ (UAE) National Climate Change Adaptation Program under the UAE's Ministry of Climate Change and Environment. Within her current capacity, she plans to continue her work on natural resource valuation, climate change, and include cutting-edge issues related to socially- inclusive economic growth, ecological resilience, disaster risk reduction, and food security.
