Former European Commissioner for Research, Science, Innovation

 

Carlos Moedas served as European Commissioner for Research, Innovation and Science from 2014-2019. As Commissioner, he designed the proposal for the Horizon Europe research and innovation framework, in which UCL is a participant. Prior to this, he served as coordinator of Portugal’s Social Democratic Party Economic Research Unit, before being elected to Parliament in 2011. He was quickly appointed as under-Secretary of State in the Portuguese government, and oversaw the implementation of key structural reforms. He was a trustee for the Calouste Gulbenkian Foundation, a Portuguese institution focused on the arts, charity, education, and science, and is a board member for the European think tank the Jacques Delors Institute. He was elected Mayor of Lisbon in 2021.

European Institute Activities

As at Visiting Professor at the UCL European Institute, Carlos will contribute to the Institute’s work by engaging in a range of public, advisory and student-facing activities. He will give talks and participate in closed policy roundtables on EU-related topics, including on research, science and innovation
