Andy Lebrecht was the UK's Deputy Permanent Representative to the EU from 2008 until 2012.  In this role he represented the UK at the weekly negotiations in the Committee of Permanent Representatives (COREPER) and advised Ministers attending Council of Ministers' meetings negotiating legislation on inter alia environment, energy, internal market, fisheries and social/employment policy.  He will talk about the evolution of EU climate policy from the triumphant "20/20 climate and energy package" of 2008 to the more cautious approach today, illustrating the complexities of EU negotiation and some of the "dark arts" that need to be practised in order to secure successful outcomes for the UK.
