Authorisation and Permit to Work

UCL Estates has an online system for permit authorisation, issue, closure and reporting.

Verature is the system through which access and permits to work should be arranged to ensure appropriate access is granted, approval provided and for high-risk works the relevant permit raised.

Any member of UCL is able to view the system and the open authorisations to work and permits. However only staff in Estates are able to create 'Authorisation(s) to Work' and only authorised persons are able to raise a permit.

Authorisation to Work

An 'Authorisation to Work' is created by a UCL host manager (all host managers will be based within UCL Estates) to collate and review safety arrangements by the persons undertaking the works, competencies and other requirements based on the activity.  They are required for any work out-of-hours or to enter restricted areas.

Permit to Work

The following high-risk permits are available in the system and can be associated to an 'Authorisation to Work' or created in isolation where an 'Authorisation to Work' is not required:
•    Asbestos Remediation  
•    Confined Space  
•    Contractor Demise  
•    Fire Alarm or associated Fire System Isolation  
•    Hot Works  
•    Lifting Operations  
•    Low Voltage  
•    High Voltage (issued by paper away from this system)  
•    Working at Height  
•    Mechanical (issued by paper away from this system).

Permits will be raised by an authorised person and must be completed and returned by the person in charge of the works (e.g. a UCL Contractor).
