Authorisation and Permit to Work

UCL Estates has an online a contractor management, authorisation, and permit to work system hosted by Verature.

Verature is the system through which 'Authorisation(s) to Work' and/or ‘Permit(s) to Work’ should be arranged to ensure appropriate approval and access is granted, and approval provided for high-risk works with the relevant permit raised.

Any member of UCL can view the system and search for 'Authorisation(s) to Work' and ‘Permit(s) to Work’ within a specific building. Any further access is permission based. However, only staff in Estates with the correct permissions can create 'Authorisation(s) to Work' and only appointed authorised persons are able to raise a permit.

Authorisation to Work

An 'Authorisation to Work' is created by a University Host Manager to collate and review safety arrangements for the contractor and persons undertaking the works, competencies and other requirements based on the activity.  They are required for any work out-of-hours or to enter restricted areas.

For Service Partners or the Maintenance Operations team an ATW is not required for normal day-to-day activities or where a work order has been received.  An ATW will be required if the activity, including a normal day-to-day activity is taking places in a ‘restricted’ area , a high risk activity is required or is taking place out of hours.

Permit to Work

The following high-risk permits are available in the system and can be associated to an 'Authorisation to Work' or created in isolation where an 'Authorisation to Work' is not required:
•    Asbestos Remediation  
•    Confined Space  
•    Contractor Demise  
•    Fire Alarm or associated Fire System Isolation  
•    Hot Works  
•    Lifting Operations  
•    Low Voltage  
•    High Voltage (issued by paper away from this system)  
•    Working at Height  
•    Mechanical (issued by paper away from this system).

Permits will be raised by an authorised person and must be completed and returned by the person in charge of the works (e.g. a UCL Contractor).

Contractors

The University Host Manager is responsible for creating the 'Authorisation to Work' which captures location of works, dates/times, access requirements, competency requirements and the organisation undertaking the works.

Contractors can manage their H&S questionnaire, company insurances, employees, credentials, 'Authorisation(s) to Work' and ‘Permit(s) to Work' via Contractor Supplier Portal.

Access Verature

When the 'Authorisation to Work' is complete the contractor assigned to the work will receive an email notifying them that their input is required prior to the University Host Manager accepting these works.
