UCL to enhance lift safety and reliability through new maintenance contracts

UCL has awarded new lift maintenance contracts to two specialist suppliers, Target Lifts and WeMaintain Lifts, following a competitive tender process.

The new contracts, which will come into effect from February 2026, are expected to enhance the safety, reliability, and long-term performance of lifts across the Bloomsbury estate.

Working closely throughout the procurement process, UCL’s Commercial & Procurement Team and Estates Operations Team agreed a new approach that divides the Bloomsbury estate into two distinct areas of responsibility. Target Lifts will oversee lift maintenance within the central campus area, while WeMaintain Lifts will manage the lifts located outside the central campus, as well as all student accommodation.

This structure will allow each supplier to focus on a smaller number of lifts, enabling more proactive maintenance, improved response times, and a reduced reliance on a single contractor. By distributing the lifts across the two suppliers, UCL aims to encourage innovation, strengthen resilience, and ensure that lift services are better tailored to the varied needs of its buildings.

By dividing the estate across two contracts, we are confident we can deliver a more efficient and responsive service. This structure will enable each supplier to build strong, detailed knowledge of the lifts within their area and support improved outcomes for the UCL community.”
Anna Clover, Assistant Director of Managed Services, said: “Making sure our lifts are safe and dependable is a priority for us. Reliable lifts play an important part in everyone’s campus experience, and we want the UCL community to feel supported and at ease as they move through our spaces. We’re confident that our new lift maintenance suppliers will help us deliver a welcoming, accessible environment for our building users.”

The Operations Team have been onboarding both suppliers to ensure they gain a thorough understanding of the estate and its specific challenges, ahead of the contract start date in February.

Assessing lifts across the estate

In 2025, UCL set out its Infrastructure Masterplan, a long-term strategic roadmap designed to ensure that our campuses remain safe, inclusive, sustainable, and equipped to meet future needs.

As part of our commitment to creating an inclusive, accessible, and easily navigable estate for all members of our community, UCL has undertaken a comprehensive assessment of all 260 lifts across our buildings. This review is informing our lift maintenance programme, allowing us to prioritise improvements from the most critical through to the least urgent.

Improved lift provision contributes to a more accessible estate and elevates the overall experience of our community and visitors moving around our campuses.
